History of the Proposed Target Site
at
6100 Hollister Avenue, Santa Barbara, CA

1996:   City Request for Proposal for ground lease of 15 acre parcel at 6100 Hollister Ave;
1997:  Bermant Development Company selected as developer for parcel with proposed 180,000 s.f. project consisting of 160,000 square feet office and R&D use, leased by Miravant Corporation (a medical products company) and 20,000 sf retail along Hollister Avenue;
1998 – 2001:  BDC processes plans and obtains approvals for project
2002:  Miravant fails to obtain necessary FDA approval
Sep 2003:  BDC submits Target and Best Buy offer for property; rallies are held but City Council does not allow public consideration of matter
Jan 2004:  Santa Barbara City Council, in closed session, votes no to consideration of Target/Best Buy proposal
Mar 2004:  Termination of Agreements
Oct 2004:  City issues new RFP
Jul 2005:  BDC selected again as developer with Citrix as primary tenant
2005 – 2006:  BDC revises plans and obtains revised approvals;
Nov 2006:  Citrix elects not to proceed and relocates to newly vacated existing office space;
Dec 2006:  BDC proposes Target for second time; all discussions are confidential
Jan 2007:  Santa Barbara City Council, in closed session, votes no to consideration of Target proposal 
Spring 2007:  City designates RFP runner-up as developer and begins negotiations
Summer 2008:  Negotiations terminate and RFP ends without any development.
May 2009:  Target and BDC submit new offer
