In September 2003, Bermant Development Company submitted an offer from Target to lease the City of Santa Barbara’s 15 acre property at 6100 Hollister Avenue, across from the Elephant Bar. The City Council, in closed session, declined to entertain Target’s offer. In 2005, BDC resubmitted Target’s offer and again, in closed session, the Santa Barbara City Council declined to consider Target’s offer. In May 2009, Target made a direct offer to the City of Santa Barbara to lease this underused, degraded property only, again, to have the SB City Council not even respond to Target’s offer!
The City of Santa Barbara owns the property which is located on the north side of Hollister Avenue between Frederic Lopez Road, David Botello Road and David Love Place and part of the Santa Barbara Airport Specific Plan Area. The SB Airport is bordered on three sides by the City of Goleta.
In order to bring Target to this property, the Santa Barbara City Council must instruct its staff to consider Target’s proposal and allow a development application for Target. And like any conscientious property owner, the City of Santa Barbara should consult with its neighbor, the City of Goleta, to assure that any impacts affecting the City of Goleta are mitigated and that both cities benefit from having a Target anchored retail center at 6100 Hollister Avenue.
Target has offered to pay reasonable ground rent for the property; rent that will support SB Airport services. The City of Santa Barbara and the City of Goleta, should they cooperate and work together, will receive millions of dollars in sales tax revenue that can be used to offset budget deficits, fund general services and provide community wide improvements that benefit the entire South Coast community while saving you time and money driving to Ventura or Santa Maria.
In the end, it is up to you . . . the voters and taxpayers: If the citizens of Santa Barbara and Goleta want Target, they need to make their voices heard.
